Proficiency Testing is to use inter-laboratory comparisons to assess the competency of participants according to pre-established criteria. Order of the State Administration for Market Regulation (No.39) Article 18 :According to the work needs, market supervision and regulation department above the provincial level can regularly organize the Proficiency Testing work of inspection and testing institutions, and publish the results. As required, inspection and testing institutions shall participate in the prescribed work of Proficiency Testing. At the same time, it is also stipulated in CNAS-RL02:2018 Rules for Proficiency Testing, as long as there is Proficiency Testing available, when the conformity assessment bodies apply for accreditation, re-accreditation and supervisory accreditation, each sub-area shall have participated incompetency test with satisfactory results at least once, or meet the requirements of the standard or specification for accredited projects if the result is questionable,

(1) Proficiency Testing can assess the ability of the laboratory to conduct specific tests or measurements and the continuous ability of the monitoring laboratory;

(2) Identify lab problems ,which may be related to inappropriate testing or measurement procedures, effectiveness of personnel training and supervision, equipment calibration or other factors, and then initiate corrective actions.

(3) To establish the validity and comparability of detection or measurement methods;

(4) Enhance the confidence of laboratory customers;

(5) Identify the differences between laboratories;

(6) According to the results of comparison, help the participating laboratories to improve their ability;

(7) Confirm the measurement uncertainty claimed by the laboratory.
